In 1998, the Kentucky General Assembly, in their passage of House Bill 724, mandated that a School to Careers system be developed in public schools to serve as an umbrella for career-related programs including School-to-Work, Tech Prep, and High Schools That Work initiatives.

This system is designed to help all students acquire the knowledge they need to make an effective transition from school to career, postsecondary education/training, or the military. School to Careers activities begin in kindergarten and continue through postsecondary education to promote life-long learning.
